In order to accelerate the integration into the development pattern of "one city leading, five districts coordinating" in the Western (Chongqing) Science City, in September 2021, the Jiulongpo Area Management Committee of the Western (Chongqing) Science City officially launched the urban planning work of the area, with the overall goal of building a "science city and innovation highland", adhering to the principles of "people-oriented, ecological priority, and planning guidance", and conducting overall planning and design of industrial layout, urban supporting facilities, land use, transportation organization, urban-rural integration, and other aspects within the planning area.

In December 2021, the Jiulongpo District Management Committee of the Science City issued an announcement for the solicitation of international proposals for urban planning, attracting 20 consortia consisting of 47 design institutions from China, Singapore, Switzerland, Canada, the United States, Japan, and other countries to sign up.

On April 15, 2022, the review meeting of the international plan for the urban planning of Jiulongpo Area of Western (Chongqing) Science City was held. In the end, the planning scheme of the consortium of General Research Institute of Architecture & Planning Design Co., Ltd, Chongqing University, DTZ Real Estate Consulting (Chongqing) Co., Ltd., and Z.GROUP scored the first place, and became the selected scheme of this call for proposals.
