In October 2021, the CPC Central Committee and the State Council issued the "Outline of the Plan for the Construction of the Chengdu-Chongqing Economic Circle," proposing to strengthen the driving role of Chongqing and Chengdu as central cities, lead the coordinated development of the Chengdu-Chongqing region, and promote the formation of a powerful and distinctive dual-city economic circle.
To implement the Chengdu-Chongqing Economic Circle strategy and advance the integrated, co-city development of Qijiang-Wansheng, the Commanding Headquarters for the Construction of the Qiwan Innovation Economic Corridor, with support from Chongqing Qijiang District Yongsheng Industrial-City Construction and Development Co., Ltd., China Academy of Urban Planning & Design (CAUPD), and Xinhua Tendering Co., Ltd. Chongqing Branch, initiated the "Urban Design Competition for the Yongcheng Area of Yongtong New City." This aims to fully develop the Yongtong New City and jointly cultivate it as an open city for external cooperation in southern Chongqing and a highland for logistics, trade, and manufacturing.
